Is anyone aware of a solution for this?

We have an Exchange server (not MY choice) that only speaks to the
outside world via an https proxy gateway (MAPI via DAV, I think) -
and an admin who will not enable IMAP. I don't really enjoy enjoy
running Entourage on the Mac, so, would something like Fetchmail be
an option?

Should be. You do need to pay attention to which version of Outlook
Web Access/Exchange you're using, I suspect.

The newer versions of Outlook Web Access (OWA) can also be accessed
using Microsoft RPC encapsulated in HTTP (from Outlook) as well,
according to the Outlook settings for "Exchange Proxy Server."

I had the same problem, but the administrator did agree to set up
automatic redirect from the Exchange server to my personal email
account providing IMAP.
